It's the back waters of Mogadore Res. Located in Portage/Summit counties. It is always the first part of the lake to freeze and is very inviting to us locals. Palm Road gets you access to it. Usually within a day or two, the rest of the back waters freeze. Then most anglers are able to migrate into the next accesssible portion off of Congress Lake Road (CLR). Not the best angling, but definitely the first angling opportunity.
