Curious! What is the "best" overall way to clean pan fish - filet or scaled?

Filleted and skinned, if you have to dress a mess to be cooked with breading; bone in and scaled, if you want to savor the flavor of your pan fried catch.

filet , the only fish i dont is trout, those stinky rascals i just chop off heads , gut and cook whole..
