I seen an article in the outdoor news letter that odnr shocked the lake in sept. and they discovered a low number of shad populations which they said will have a bad impact on saugeye fishing.

The shad hatch being down could help the saugeye catching, at least in the short term. They will need to eat something and with fewer baitfish, your lure may be their lunch.
Long term will mean that survival rate of the fish to catchable size will not be good.
