I was told over the phone they are considered a tip-up, but like Hardwater says, best to print the letter from here about the jawjackers and have it with you. Jawjackers and riggers are essentially the same thing-an "absentee or unattended fishing device" which the ODNR says qualifies as a tip-up. I marked the thread sticky, so the jawjacker letter is in the top of the general discussion board.
