I don't know.  Those letters are fairly big and could be read from a pretty good distance.  I will agree though that asking him to move his foot to drill a hole is waayyy past too close.  ;D

Ontario actually has a rule as to how close you can fish to another angler/party.  I had one guy drill a hole so close to my shanty at Indian Lake that his hand was hitting it as he was turning the auger!
